Whatever councillors and officers in local government feel about ‘open public services’ and ‘the big society’, few disagree that with much less money available, local authorities must find a way of unlocking the energy and capacity of local people. Each council is tackling this in a number of ways.

OPM is undertaking research (in partnership with NCVO) with authorities across England to understand these different approaches, ideas and experiences. The seminar will feature the launch of the report from this valuable research.

The seminar is free of charge, but places are strictly limited so please do let us know as soon as possible if you would like to attend. Confirmed speakers are: 

·         Sir Robin Wales, Mayor of Newham.  

·         Councillor Keith Mitchell, Leader of Oxfordshire County Council.  

·         Sir Stuart Etherington, Chief Executive of NCVO.  

·         Matthew Gott, Board Director for Localities, Swindon Borough Council.  

The panel discussion will be chaired by Heather Jameson, editor of local government paper The MJ, although the debate will be conducted along Chatham House Rules. Fellow participants will include senior managers, policy-makers and practitioners from OPM's extensive public service network.

Topics covered by the research, and likely to feature in the debate, include:

·         The practical steps councils are taking to increase participation and maximise its benefits.

·         What progress is being made, and what challenges are being encountered.  

·         Whether councils are supporting existing community-led activity (and if so, how) or building that activity from scratch.

·         The role members can have in building participation – whether at the forefront of this work, or allowing others to lead.

·         The contribution that charities, voluntary and community groups can make.

The seminar will be held on Tuesday 21st February in the evening (6pm for a 6.30 start, finished by 7.45), at OPM’s offices at 252b Gray’s Inn Road, WC1X 8XG (a ten minute walk from King’s Cross).
